There are tens of thousands of glass beads or microprisms per square centimeter of material surface. The characteristic of these tiny structures is that they can reflect the light that strikes the material back toward the light source.
Therefore, the closer the observer is to the light source, the stronger the reflection will be. As the angle between the observer and the light source becomes larger, the intensity of the reflected light decreases rapidly. In this way, people near the light source, such as drivers driving at night, can see the bright reflection of their own car lights and spot people wearing reflective clothing in front of the vehicle, while drivers driving in other directions cannot see the reflection.

Pedestrians standing outside the highway can basically not see the reflection of the sign.
